Skincare Actives Explained: Concentration, Position and Percentages
Why a headline percentage tells you less than you think, how position on the ingredients list works, and what to check before paying for a strong formula.

Percentages became a marketing device in skincare because they look like evidence. A number implies measurement, measurement implies rigour, and a bigger number implies more of whatever the reader is hoping for. Meanwhile the ingredients list on the back — the part governed by rules — does not have to state a percentage at all.
This guide is about reading those claims and that list. It is not medical or dermatological advice, it recommends no products or routines, and it cannot tell you what suits your skin. Anything concerning a skin condition, a reaction or a medication belongs with a pharmacist or doctor.
Why percentage alone doesn't predict effect
A concentration describes how much of something is in a bottle. It says nothing about four other things that determine whether that quantity does anything useful.
Form. Many ingredients exist in several chemically distinct forms — salts, esters, derivatives — which behave differently. Two products quoting the same percentage may not contain the same substance in any meaningful sense.
Stability. Some ingredients degrade with exposure to air, light or time. An unstable formula can contain a high percentage on the day it was made and much less by the time it reaches your bathroom shelf.
Delivery. The rest of the formula determines whether an ingredient stays on the surface or is carried further, and how quickly it is released. This is the part manufacturers invest most in and disclose least.
Tolerance. Higher concentrations often increase the likelihood of irritation, so a stronger formula is not automatically a better one for the person using it.
The honest summary: a percentage is one input among several, and the others are usually not published. Front-of-pack numbers should be read with the same scepticism as any other claim, using beauty marketing claims explained.
Position on the list and the 1% rule
Ingredients must be listed in descending order of weight as added — but only down to one per cent. Below that, ingredients may appear in any order, and colourants other than hair colourants may be listed last regardless. The mechanics are set out in full in how to read a cosmetics ingredients list.
So position gives you an order of magnitude and nothing finer. If an active appears above the ingredients you recognise as low-percentage staples — preservatives, chelating agents, pH adjusters, fragrance — it is present at more than about one per cent. If it appears after them, it is below, and no further precision is available from the label.
Two cautions follow. A low position is not proof of a token amount, because many actives are used at low percentages by design and are not intended to sit high on a list. And a high position is not proof of efficacy, because quantity is not the same as usefulness. The list establishes bounds; it does not settle arguments.
pH, stability and packaging
Some ingredients only work within a narrow pH range, and pH is almost never printed on packaging. Where a brand publishes it, that is a signal of formulation confidence rather than a claim about results.
Packaging is the clue you can see. Air, light and repeated contact degrade certain ingredients, so opaque bottles, pumps, airless dispensers and single-dose formats are formulation decisions that protect the contents. A wide-mouthed clear jar exposes what is inside every time it is opened, which is a reasonable choice for stable formulas and a poor one for fragile ones.

Common active families and what they're for
Broad families, described in general terms only. What any of them does on a particular person's skin is not something a label or a guide can answer.
- Exfoliating acids — alpha and beta hydroxy acids, which act on the skin's surface and are strongly pH-dependent.
- Retinoids — a family of vitamin A derivatives varying widely in form and stability, commonly supplied in opaque or airless packaging for that reason.
- Antioxidants — including vitamin C in several distinct chemical forms with different stability and pH requirements.
- Humectants — glycerin, hyaluronic acid and similar, which bind water and are typically used across a wide range of concentrations.
- Niacinamide — a vitamin B3 derivative used across a broad concentration range in many product types.
- Peptides and ceramides — large groups of very different molecules, where the family name on the front of a pack tells you little without the specific INCI name on the back.
The practical point is that "family" is not a specification. Two products naming the same family may contain different molecules at different concentrations in different vehicles.
Combination claims and layering marketing
Marketing increasingly sells combinations: complexes, systems, technologies and routines built from several products. Some combinations are genuine formulation work. Others are a naming convention applied to ordinary ingredients.
Three checks. Find the trademarked complex on the back and see what it resolves into — frequently water, a humectant and a low-percentage extract. Ask whether a claimed synergy is described anywhere in specific terms, or only asserted. And notice when a "system" requires buying several products to obtain what a single one might have delivered, which is a commercial structure rather than a scientific one.

Patch testing and introducing anything new
Patch testing before wider use is a widely recommended precaution with any product that is new to you, and manufacturers generally print their own instructions for it. Follow those rather than a generic method.
Two general principles hold regardless. Introduce one new product at a time, because several at once makes it impossible to attribute any reaction. And treat a reaction as a reason to stop and seek advice rather than to persist — a pharmacist is free to consult and is the right first stop.
Anyone with an existing skin condition, anyone using prescribed treatments, and anyone who is pregnant or breastfeeding should take individual advice before using unfamiliar products, because interactions and contraindications exist that no label reading can surface. This guide deliberately gives no guidance on which actives to use, in what amounts, or in what order.
Questions to ask before paying a premium
- Which specific ingredient is the claim about? Find its INCI name on the back, not the marketing name on the front.
- Where does it sit relative to the one per cent line? Establish the order of magnitude.
- Which form is it? Derivatives and salts of the same substance are not interchangeable.
- Does the packaging protect it? Opaque, airless or single-dose where the ingredient is fragile.
- Is a concentration or pH published anywhere? Voluntary disclosure is a confidence signal.

Frequently asked questions
Does a higher percentage mean a more effective product?
